California Crossroads Project: A New Era for Community and Safety
Introduction
The California Crossroads Improvement Project marks a significant transformation for one of Finchampstead’s busiest intersections. This ambitious scheme, a collaboration between BQS, Wokingham Borough Council and Safe TM Services, aimed to create a safer, more vibrant community space at the heart of the village. Safe TM Services played a key role by providing a comprehensive traffic management design and implementing the services that helped ensure the project’s smooth execution from start to finish.
The Need for Change
Before the project, California Crossroads was a typical example of a car-dominated environment that offered little consideration for pedestrians and cyclists. The layout, characterised by two mini roundabouts and limited crossing points, created congestion and safety concerns, particularly for non-motorised users. The high volume of vehicles made it challenging for people to navigate around local amenities such as the primary school, nursery, post office, and shops. With this project, Wokingham Borough Council saw an opportunity to reshape the area into a space where the community could move safely and freely.

The Vision
The vision for California Crossroads was to shift the focus from vehicles to people, creating a shared space that prioritises pedestrians and cyclists while maintaining essential traffic flows. The project group, which included community members, councillors, and local businesses, worked tirelessly to develop a design that would reflect the needs of all users. This vision was brought to life using guidance from the Department of Transport’s Manual for Streets, transforming the area into a high-quality, pedestrian-friendly environment.

Safe TM Services’ Contribution
As traffic management specialists, Safe TM Services were responsible for designing and implementing a traffic management plan that ensured the safety of all road users and construction personnel throughout the project. Our team developed a bespoke solution that incorporated complex diversions, temporary traffic lights, and phased closures to minimise disruption. Working closely with contractors BQS, we facilitated smooth operations and ensured safe pedestrian and vehicular access throughout the construction phases.
To provide further insight into our approach and the meticulous planning involved, we have included a gallery below showcasing the detailed traffic management drawings created for the project. These drawings highlight the strategic placement of equipment, diversion routes, and safety measures that were implemented to maintain traffic flow and protect all road users during the works. Feel free to explore the gallery to see how our designs helped bring the project to life.

Key Project Design Features
To achieve the project’s goals, the new layout introduced several innovative traffic management and urban design features:
- Raised Tables and Contrasting Surfaces: Strategically placed at key points to slow down vehicle movements, these measures reduce speeds to below 20 mph, making the area safer for pedestrians.
- Removal of Traditional Road Markings: By minimising road markings, drivers are encouraged to be more aware of their surroundings and more likely to give way to pedestrians.
- New Crossing Points: The addition of courtesy crossings at commonly used paths and key entry points provides safer routes for non-motorised users.
- Enhanced Accessibility: Carriageways and footpaths have been brought to the same level to prioritise wheelchair users and pedestrians with impaired vision, while tactile paving helps those with visual impairments navigate safely.
- High-Quality Materials and Landscaping: The use of decorative leaf patterns, bespoke bollards, and creative planting schemes create an aesthetically pleasing space that residents can take pride in.
Overcoming Challenges
The project wasn’t without its challenges. Construction required temporary road closures and the re-routing of bus services, which inevitably caused some disruption. However, thanks to careful planning and clear communication with residents and businesses, Safe TM Services ensured that access was maintained as much as possible. By working closely with BQS and the council, we adapted quickly to any issues that arose, minimising delays and keeping the project on track.

The Final Outcome
The transformation of California Crossroads is now complete, and the results speak for themselves. The once vehicle-centric junction has been replaced with a vibrant, welcoming space that prioritises people. Brightly coloured leaf patterns decorate the new junction layout, raised tables calm traffic, and new greenery adds a touch of nature to the heart of Finchampstead.
The redesigned shopping parade has improved visibility and safety for both drivers and pedestrians, and parking changes have eased congestion in and around the area. This project not only enhances safety but also creates a more enjoyable experience for everyone who visits the crossroads.

Looking Forward
With California Crossroads now revitalised, the community has a space that reflects its unique character and meets the needs of all users. As Safe TM Services continues to support similar projects across the region, we look forward to seeing the long-term benefits this transformation brings. Moving forward, we will continue to work closely with the council to monitor the scheme’s performance and ensure it remains a safe, welcoming environment for years to come.
Final Thoughts
The California Crossroads Improvement Project is a testament to what can be achieved through collaboration, innovation, and a shared vision for a safer, more connected community. Safe TM Services is proud to have been part of this project and looks forward to contributing to more schemes that prioritise safety and quality for all road users.
